Kebijakan Penguatan Akhlak Sebagai Benteng dalam Melawan Gratifikasi di Indonesia
Abstract
This study aims to analyze the strengthening of moral character (akhlak) as a policy instrument for preventing gratification and to formulate an integrative strategy for developing an anti-gratification culture among state officials and society. This research employs a normative legal research method using statutory, conceptual, and policy approaches. Legal materials are analyzed qualitatively by examining the relationship between legal norms concerning gratification and the concepts of moral character, integrity, character education, public ethics, and corruption prevention. The findings indicate that the problem of gratification stems not only from weak compliance with the law but also from the normalization of behavior that causes gifts that should be refused to be perceived as something ordinary and acceptable. Strengthening moral character can function as an internal control mechanism that encourages individuals to reject gratification before such conduct enters the realm of legal violations. This strengthening strategy should be implemented through character education, exemplary leadership, the internalization of ethics within organizations, the strengthening of gratification control systems, improvements in welfare and fairness in remuneration, internal supervision, and public participation. Therefore, policies for combating gratification should ideally be developed through the integration of legal, institutional, and character-building approaches in order to create a sustainable culture of integrity.
