Abstract
This study was motivated by the low level of learner engagement in the Paket B Program learning process. The study aimed to explore the implementation of participatory learning strategies in encouraging learner engagement at PKBM Ar-Royan Pekanbaru. This research used a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The participants consisted of learners and tutors of the Paket B Program. The results showed that participatory learning strategies, such as group discussions, experiential learning, and contextual approaches, were able to increase learner engagement. This was reflected in improved attendance, active participation during learning activities, and greater involvement in discussions. In addition, tutors played an important role in creating an interactive and enjoyable learning atmosphere. Therefore, participatory learning strategies contributed positively to improving the quality of learning in the Paket B Program at PKBM Ar-Royan Pekanbaru.
